Guidelines for Green Steel Certification
This section outlines the key steps and technical requirements for industries seeking certification.
All emissions must be calculated and verified in accordance with CCTS Guidelines and MRV methodology adopted by BEE.
Eligibility Criteria
- Only finished steel products with emission intensity < 2.2 t-CO₂e/tfs are eligible.
- Emission intensity includes Scope 1, Scope 2, and limited Scope 3 emissions.
- Scope 3 covers agglomeration, coke making, beneficiation, excluding mining and transportation.
Certification Process Overview
- Step 1: Registration – Apply via portal, get credentials from NISST.
- Step 2: Nodal Officer – Appoint officer for certification coordination.
- Step 3: Allotment of Verification Agency – Auto-selection and mutual agreement with ACVA.
- Step 4: Data Preparation – Prepare GHG emission data and documents (ERP, SAP, logs).
- Step 5: Site Visit & Verification – Conducted by ACVA with signed forms and meetings.

Note: If the Team Leader is also a sector expert, the team may comprise 3 members.
- Step 6: Report Review – ACVA drafts final report; plant reviews and resolves ambiguities.
- Step 7: Certificate Issuance – Upon approval, a certificate with star rating is issued within 1 month.
