In alignment with India’s national climate goals and industrial decarbonisation mission, the Ministry of Steel has officially published the Green Steel Taxonomy Gazette Notification No. 763(E), Dated 12th December 2024 to provide a structured framework for certifying steel based on its emission intensity.
Key Provisions
Definition of Green Steel:
Green Steel is defined as steel with CO₂-equivalent emission intensity less than 2.2 tonnes per tonne of finished steel (tfs). The degree of “greenness” is calculated based on how much lower a plant's emissions are compared to this threshold.
Steel is categorized into three certified tiers:
⭐⭐⭐⭐⭐ Five-Star: Emission intensity < 1.6 t-CO₂e/tfs
⭐⭐⭐⭐ Four-Star: Emission intensity between 1.6 and 2.0 t-CO₂e/tfs
⭐⭐⭐ Three-Star: Emission intensity between 2.0 and 2.2 t-CO₂e/tfs
Steel above 2.2 t-CO₂e/tfs is not eligible for green rating.
The taxonomy includes emissions from:
Scope 1: Direct emissions from operations
Scope 2: Indirect emissions from electricity
Scope 3: Activities such as sintering, pellet making, coke making, and raw material procurement

Note: This certificate must be bi-lingual.
The rating thresholds will be reviewed every 3 years to ensure continued relevance with technological advancements.
